It depends on the sort of things you buy. The Buyer Protection Fee only applies if you are buying from private individuals; it doesn't if you are buying from a Business. Private Sellers no pay no fees so should be able to reduce their prices meaning Buyers would pay around the same overall as they would have in the past but some are either greedy or simply don't think. The big it is that the fixed part makes it disproportionately large on low-value items.
I don't buy as much from e-Bay as I used to as new goods from China are cheaper on other sites and more British businesses have their own e-commerce sites.
If it's something second-hand that I'm after I still use e-Bay as the Buyer Protection Fee is far less than Buyer's Premium in a conventional auction house and prices are still below what dealers charge. As an e-Bay customer I also have decent protection from dis-honest or incompetent Sellers.
I know how much I'm prepared to pay for something and don't care how that's divvied up between item price, postage and any other charges.
