seller cancelled after I won an item as they wanted a higher price

I have just won an item, but as I was on the payment page it said there was an error, when I refreshed it said the buyer had cancelled the order.  When I emailed the buyer they stated that they were expecting a higher price and that they would be willing to sell them to me for a higher price.  What should I do?

There are only three excuses for a seller to cancel, if they do so stating item no longer available, they will still have to pay selling fees. If they use the reason as either buyer asked to cancel, or problem with buyers address, they dont have to pay. If they have used either of these, report to Ebay and make them aware that they are not being truthful. It should result in some form of sanction.

If they have Cancelled and you can't Pay there really isn't anything you can do other than Leave Appropriate Feedback. 

 

I would go and find a better Seller. The one you describe is trying to coerce you into trusting him a Second time, when he could pull the same stunt again.
