It happened only on ebay.com in the past and also now. I did not notice such issues on ebay.co.uk or ebay.de so far. The problem is that when clicking on exchange rates link and then being redirected to Paypal where I choose and confirm to pay in USD and let card issuer to do the math (my primary currency is EUR), after confirming and returning to ebay it made a pink red frame with warning they can not show all paying options, but since the Paypal option was selected I confirmed the payment. The payment got status "Payment being processed" for 60 seconds and after that it was accepted. But, some communication between Paypal and Ebay must have gone wrong, because my selected option to let card issuer to make the conversion was not taken into account. And we all know Paypal conversion rates are hefty, since on 50 USD you pay 2USD (a 5% fee for an unecessary and unwanted process) more than the card issuer would charge you. Since I belive there are many buyers geting such additional fee because of some "technical issues" I've decided to write it down, so in case a pink red frame tells you that it can not show all paying options: Do Not Confirm! Log on other ebay site like co.uk or .de and finalite the payment or just Do not buy! In the past you've choose once in Paypal to use seller curency to make payments and that was it. Now Each Payment is a 10 step process by logging to Paypal, validating acccount by SMS, choosing and confirming card issuer conversion and although you do all you are supposed to to you get overcharged because of some issues PayPal has with "ebay.com" site.
