How do I cancel return request . The seller has offered a partial refund

You need to find the case in the resolution centre,  and close the case there.

Whilst true you do have to cllose a case before a partial refund can be made,  it is a bit of a risk,  as one cannot then enforce that promise of a partial refund.  Best always to discuss these before opening a case.  Once closed another case for that item cannot be opened with eBay.
