How do I do a return I started one but cancelled it by mistake now it won’t let me do it again it’s says return closed

You can only open one return per item.   You could contact ebay on the offchance they will reopen it for you.   You can request a callback on here:

If that fails, and you were returning a faulty or incorrect item, take the evidence to your payment provider to request a Chargeback instead.
