That message is about Service Metrics which I referred to in my previous post; the message the OP received relates to their seller performance in global markets (two different sticks). If you go to your Service Metrics what is your INR rating; is it "very high"?
The consequences for having a "very high" INR rating are pretty much inconsequential. I was rated "very high" at one point last year due to eBay's ridiculous estimated delivery dates that were promising buyers delivery dates that were not achievable. The punishment they metered out - adding time on to their wholly incorrect EDDs - meant that buyers were shown accurate estimated delivery dates; you couldn't make it up. However, the OP has a different issue with their seller performance in global markets - a different stick with more serious consequences.

Yeah I get you, we are are aware of the stupidity of EDD's.
Further down on the message, which isn't shown above it stated that the domestic postage INR were high, which I appreciate is different to the OP's Global, just felt it was closely relevant.
The rating is showing as high at 13 out of 1001 at 1.3%, however as I eluded to in an earlier reply, of those 13 upon checking the downloaded report, 4 are showing as delivered and we actively got 1 of them removed a few months back, that shows as removed in the defects, yet appears to be counting to that INR rate.
I don't believe we are doing anything wrong or in any danger of punishment, just feels a tad over the top to be receiving that sort of message.

Looks like an automated early warning from eBay.
Your dashboard may still show Above Standard, but this usually means there are some performance risks in specific areas (like cancellations, late delivery, or tracking issues), especially in global markets.
Seller-cancelled orders (even due to postage or stock issues) can impact performance, even if itβs not very obvious on the dashboard.
Best to review cancellation rate and delivery metrics before 20 May to stay safe.

There could be selling restrictions if starting an eBay business account from fresh.
But by swapping their private account into a business account will likely overcome that.
With 7600 items on a private account which should obviously be a business account, I am not sure if I could sleep at night wondering if my account was still open in the morning !
Especially now an eBay moderator has also left a message on this thread.

@arcadehouse the difference with Service Metrics is that ebay don't descore them upon delivery. The rate is calculated on the number reported regardless of if they are later delivered. See here: Service metrics policy | eBay. That's why you have 13.

The OP's issue isn't INR requests; where seller performance standards are concerned it is orders cancelled for being out of stock and/or cases closed without seller resolution that will be the issue.

Where Service Metrics are concerned it is the number of INR cases opened that are counted; an INR report is only removed from the tally if an associated late delivery defect was automatically removed. If a late delivery defect was manually removed by request/appeal any associated INR report is not removed from your Service Metrics.

Thanks all, yeah it seem's abit broken to have a system that is not accounting for those resolved cases, deliveries, removed defects etc etc
We have done everything to rectify all of those yet still receive that sort of message.

just looked a the different regions
USA Tracking uploaded on time and confirmed
50.00%4 of 8 transactions , (I DONT ADD TRACKING TO LETTERS IF ITS A LOW COST ITEM ?) AND NO ONE WOULD BUY IT IF I DID, Now Global is the problem as more do get lost even with tracking (which shows its at the airport for three weeks with customs) + cancelling items so you can combine post to be helpful but marked down for it or people can not wait for the post, i do give people the option of GSP but can be expensive and why i have stopped buying from the US, but this idea that being a business seller is the only way to solve problems with ebay is total nonsense and most of this stuff on the hub i mostly do not understand but try and work round it. been collecting for over 45 Years and have lots of stuff to go before family put it in a skip ! at my time of life i see no point in being forced to be a business to bypass ebays problems , I could cancel all overseas sale and just do GSP ,and will be out of my hands problem solved

INR cases alone would not result in the message you received from eBay. If you had "cases closed without seller resolution" because you had not refunded before the buyer was able to escalate the case then those cases would be counted.
You need to go to your seller performance standards here.
Then you need to click the drop-down menu shown in the below image and change the region to "Global":
You will then be able to see why you are rated "below standard" in the global marketplace - can you take a screenshot of that page?
