INR cases alone would not result in the message you received from eBay. If you had "cases closed without seller resolution" because you had not refunded before the buyer was able to escalate the case then those cases would be counted.

 

You need to go to your seller performance standards here.

 

Then you need to click the drop-down menu shown in the below image and change the region to "Global":

You will then be able to see why you are rated "below standard" in the global marketplace - can you take a screenshot of that page?
