But if we did have such a scheme Spawn as well as drug testing prior to employment AND the support structure to support drug users then I could see something good coming out of it.

It wouldn't be a matter of economics for me but rather a way of getting a robust drug rehabilitation system under way.  Support for drug users at the moment is woeful.
