You are correct and the power of the commission is something that needs to be curtailed and passed to the European Parliament.  Of course doing so will be a step towards a federal Europe.  Something I'd like to see but is unlikely in my lifetime - creating a Federal Europe would take power away from those very politicians who control the European Commission.
