I think we've been here before, (red doors).  We have this awful system where the welfare, (housing, information services, social advice etc.), of asylum seekers is handed oover to private companies, such as G4S. 

 

They don't care about the social impact of placing asylum seekers in clusters or whether or not the services and employment opportunities in a particular area can cope - monetary cost is their prime directive.  So towns like Middlesborough, where housing is cheap for instance, will get far more than their fair share of asylum seekers despite job opportunities being far lower than in say the South East.

 

This policy rightly causes resentment in areas where services such as hospitals and schools are already under pressure and is not helping the asylum seekers either.
