The individual Chambers aren't neutral - my local one is vociferously campaigning to stay in whilst two other local Chambers are campaigning for Brexit - that is why the British Chamber of Commerce has to remain neutral and apart from its ex-chairman who decided to use an official engagement to speak out has done so.
