It depends on what definition of drain is used, drain does no just have to imply monetary value.
The UK has the least amount of hospital beds in western Europe at 2.95 per 1000 people so if you thin it out with even more people then yes it's a drain.
Is it right that our old people who have paid in to the system all their working lives when they get to the age to call on the service that they've paid for have to take a back seat.
