Isn't there a hint in the title of that index? - 'perception'?

As such isn't using this as an argument for leaving the EU just an example of what I was talking about as regards bias in an argument leading to 'scare tactics'.

The same index could be used by either side by suggesting that the entry of Turkey into the EU would reduce the overall perception of corruption in the EU because they have a better rating than either Greece or Italy.
