Firstly - theire is NO obligation on a refugee to claim asylum in the first 'safe' country they are able to do so.  There is an agreement amongst many nations however that the first safe country a refugee had been able to claim asylum in is responsible for that persons welfare. 

The idea that we could 'kidnap' individuals who commit a crime in another country and forcibly bring them to the UK and imprison them for long periods is quite frankly abhorrent!
