How can you prevent a crime if you don't know what's going on, these guys present themselves to others as a nice guy, how often do you hear , " what! But he was such a great fellow, I don't believe it!!."
Not all crime is preventable but some could be more so with a little effort. Anyway the prevention of domestic violence is a far cry from acting on violent tendancies being presented by a teenager.
Domestic violence is so difficult because, as you allude to, the victim can have all sorts of emotions and pressures bearing upon them and it must be like crawling through mud for law enforcement.
