There's a little thing called the "Terrorism Prevention and Investigation Measures Act"

It allows for the Secretary of State to authorise restrictions on the free movement and actions of an individual suspected of being a terrorist.

It also makes it a criminal offence for an individual not to comply with said restrictions.

It means that someone can face legal penalties based purely on suspicion without ever being convicted of any offence.
