I am in the UK, my buyer is in the UK. His bid says he will have to pay VAT?

This is the first time I have seen this. What is happeningt?

There have been reports of a glich, but when paying the VAT disappears.

However  you say buyer is in the UK but is he registered in the UK, that is what would determine if he has to pay VAT.
