VAT on uk to uk used goods

Hope someone can help I'm sure this must have come up before, I'm selling some used speakers and have had a bid but the person who placed the bid has informed me that eBay are adding 20% VAT! They are in the UK as am I. 

Any ideas why would be greatly appreciated.

The most likely answer is the ongoing glitch.  If it's the glitch then VAT won't actually be added at checkout.

Yes, rather disappointingly.   It comes  goes, and comes back again.

Reported as an unexplained glitch on some listings and additional VAT is not applied at sale end ... 

but ... 

Even with an item showing as being located in the UK,  if either the buyer or seller uses an account that is or has been Registered outside the UK  site at any time, it will automatically trigger an additional UK 20% VAT  Import fee payable to HMRC/UK Government >
