VAT on UK to UK transaction

Hi. Any advice please on why a highest bidder is telling me there is a '20% vat will apply' message on his bid. 
I am a UK registered seller and he is a UK registered buyer.

May be a glitch.     VAT @ 20% is inclusive on all UK >< UK sales, ... but ...

Even with an item showing as being located in the UK,  if either the buyer or seller uses an account that is or has been Registered outside the UK  site at any time, it will automatically trigger an additional UK 20% VAT Import fee payable to HMRC/UK Government >

Thanks. It must be the potential buyer as it has never happened on my sales before. 
To avoid a potential non-payment of winning bid, I will just cancel their bid and move on. 
very disappointing for all.
