How are my funds on hold when I sent the blouse signed for and someone did sign for it and then the buyer says it wasn’t them, how is that right. I did everything right but I get penalised?

Always add tracking to ebay when marking as posted. 

Also add it to case.

Funds are put on hold as soon as a case is opened.

So long as ebay can see the tracking which you shoukd have loaded when marking as disoatched, then case should close.

If ebay cannot see the tracking because you have not loaded it, then you could be made to refund.
