Item not received by buyer

Hello I sold a top on 25th April and the buyer hasn't received. I posted using eBay postage, Royal Mail 2nd class recorded and the tracking info shows it has not been delivered. I would like to refund the buyer in total today. Does the buyer have to set up an item not received? Also how do I get back the postage cost I purchased with eBay, and also is it up to me to deal with the cost of the lost top via Royal Mail...or am I protected by eBay as I purchased the postage from eBay. Item not received by buyer

Ask the buyer to open an 'item not received' case.  You can refund them straightaway and you will get your seller's fees back.  You have to refund the total amount they paid, including postage.

You will have to claim from Royal Mail, through Ebay/packlink, after you have refunded your buyer.

In theory, you should be able to get back the postage cost and the value of the item sold.  I assume you used RM Signed For ('recorded delivery' has not been a thing for years) which covers then value of an item up to £20.
