These items should not be scanned, and no delivery confirmation is required. However, occasionally a postal worker scans the barcode on delivery, which creates a single scan event and triggers the issue within eBay.

I understand its non tracked but shipping have advised the reference number is used as it does give eBay delivery confirmation on the items. I will share the examples you have provided with shipping so it can be looked into further and come back once I have further details.
