It is ok to list items, which say for example is a birthday card at £2.99 and the listing is for said birthday card but the seller puts in an unrelated item at a super cheap price in the listing, like a sheet of A4 paper for 99p, so the item is listed at between 99p and £2.99 therefor gaining advantage in the search engine based on a low starting price or would this be in violation of search and browse manipulation?
For variation listings the items must be related to each other. In general, listings like you've said would be against the search manipulation policy. If you see any items like that you can report the item and the policy team will look into it.
