There isn't a policy against sellers for not using the selected delivery service during eBay checkout. There may be circumstances where they sellers are unable to use the service stated. However we do advise sellers to follow through on what they have advertised  as this is part of a better experience for buyers like yourself.

 

The  eBay money back guarantee would protect against items not being received and you are able to leave feedback of your experience for the seller.

When the (known to be unreliable) alternative service marks tracking as "delivered" the MBG is useless.

And expressing one's displeasure in feedback(if it sticks) does not remedy this

I do understand your frustration with this due to recent experience but no eBay does not enforce this on sellers. Its not a good experience when sellers use a different service than what is stated and it is something that eBay monitors.  However it is not enforced right now but may be a policy that is, in the future.

 

There can be genuine situations where sellers need to use different service at the last minute and that is also something eBay has to factor in.
