That is something which could be implemented fairly easily, I'd have thought.

Users can be linked based on different information and sometimes there are genuine users in the same household are using the same computers.eBay do check out linked accounts however if users are setting up new accounts with completely different details they can be hard to detect so not all possible scammers can be detected all of the time.
