Is there a phone number to contact eBay?

I need to contact ebay customer support team and there is no phone number or online chat. 

I puchased 2 tablets 2 times on the ebay, Frist time seller used my money and after 1.5-2 months he cancelled the order and refunded. He douges saying that package exceeded the courier limits, size, weith etc.  2nd time, seller sent me 2 adapters (2-pin to 3-pin converter dapters) instead of tablets. I am unable to talk to ebay and explain the situation.

For the second item if it's still within 30 days of the delivery date start a return on here:
https://www.ebay.co.uk/help/buying/returns-refunds/return-item-refund?id=4041
select "Item doesn't match description" and if necessary escalate it to eBay after 3 complete working days.
