Help with GSP refund

So I have sent the wrong item via GSP. Its a low value item so I havnt asked for it to be returned and have provided a full refund. The customer has requested a refund for GSP shipping costs and rightly so. I cannot refund at my end so I've spoken with Ebay and so has customer and they won't refund either. I'm trying my best to resolve and avoid our first negative feedback in over 2.2k transactions but hitting a wall. I want to reimburse this customer for the international shipping they have paid and I cannot see how to do this.
