Bag not delivered due to Shipping cost

I bought a bag that was being delivered from the US through eBay internationally shipping. The delivery company will not deliver without a payment of £41.53. As the seller or eBay did not make the correct shipping fee, I can not make this payment as I already paid for shipping

If seller used GSP, you would have paid all costs upfront.

If they sent direct, carrier will want import fees before delivery. 

Failure to to pay this invalidates ebay MBG

The seller send the bag via eBay global shipping I already paid for delivery so why is the delivery company asking me to pay £41.53 more before they can deliver
