Bought an item, issues with delivery, Ebay useless!

I bought a Boss-90 guitar effects board. The seller decided to send it via Fed-Ex, who were useless (tried to deliver twice while nobody was in, couldn't change delivery instructions, went back to seller). We tried to rearrange delivery, then seller stopped responding to messages - Ebay did nothing as it was outside the 90 day limit. 

 

Seller disappeared, but has no reappeared selling items.

 

I have been waiting over a year - no refund, no guitar board - any advice welcome.

 

*Update - my Dad has emailed him, via his own account, asking a question, and he has responded to that.

For help from Ebay, you needed to open an 'item not received' case within 30 days of the latest estimated delivery date.

Most payment providers give you 120 days to start a chargeback.

After a year, there is really nothing that can be done unless you want to take legal advice and potentially take the seller to court.
