If you have waited for 2 months for a reply or a refund from the seller, then you have unfortunately, waited too long, and exceeded the time you have with eBay to claim for a full refund.
Never listen to a seller's excuses when this happens just follow eBay's 30 day MBG Money Back Guarantee policy this is written on every listing, and I've included a link below explaining the process. You open a case and escalate on day 4 if you're not refunded before hand.
As said, this time has passed so you need to now turn to your payment provider for help with your refund.
