Someone is not being clear about this here for you.

eBay do not cancel items they are just the selling platform they cannot cancel an item for a buyer's request, but a seller can.

All the seller needs to do is to cancel the order citing ' Buyer Requests to Cancel'.  This fully refunds you, it doesn't affect their seller account, and with no issue,  they can relist the item.

So it's not eBay you need to be angry at,  but the seller , who actually is not obliged to accept a cancellation request, but cannot put the blame on eBay not doing this for you.
