Basically you should not have accepted and paid.  It is really up to sellers to see that correct postage is paid, annoying especially when a small amount, but only way to make sellers be more careful.

There is no way to get seller pay up , although a good seller would. All you can do is reflect in feedback, and the star rating for postage.
