There sadly is no way to report somebody circumventing the block, there are 3 options

I noticed there are fewer options than there used to be but I only had a completed sale to check from which shows different options when you start a report. There used to be an option for reporting buyers who were violating eBay policy which required you to select the policy being violated but this option has apparently been removed.

I was worried that they would give me bad feedback if I would cancel, so I sent it but made sure to document it like I am the accused in a forensic case, but given the "quality" of eBay support, I doubt it will help

Personally I would have taken the negative feedback and contacted eBay to see if they would remove it; if eBay refused to remove it I would have replied to it accordingly. It's still worth blocking their new account and making sure the "Don't allow blocked buyers to contact me" option is enabled in your buyer requirements. That way if they should find an issue with the item they will have to actually open a case/request and won't be able to pester you through eBay's messaging system.

Give me ambiguity or give me something else.
