That first tacking number (ending 16B) does not work however I realised your mistake and can see it was a Special Delivery Guaranteed label that shows delivery. The second tracking number (ending 21GB) does not show delivery - it has a status of "We're expecting it". That means the label that tracking number relates to does not even have an acceptance scan recorded against it.
You clearly did not use the Simple Delivery label that eBay provided - this relates to the second tracking number. Instead you purchased your own label (the first tracking number) but eBay are looking at the tracking for the Simple Delivery label they provided and which you did not use. You might want to read up about Simple Delivery and how it works. In short eBay expected you to use the label they provided but you didn't; you purchased your own Special Delivery label instead. You can request a refund for the eBay label that you did not use here once 14 days from the date of the sale have passed.
I'm not sure if under Simple Delivery there is any way for you to provide your own tracking number to the sales record so it looks like you will have to wait until eBay releases your funds. If you had used the Simple Delivery label provided by eBay you would have received your funds already. Note that although the Simple Delivery label was for a Tracked service rather than Special Delivery you would have been covered for the full value of the item should it have been lost or damaged in transit.
