To play Devil's advocate, eBay would probably say that an announcement was made but it's up to sellers to read the monthly news bulletins. Personally I think changes to fee structures should be made far more transparent - an email detailing the actual changes is one obvious solution, rather than sneaking out changes which not everyone will read.

 

Then again, this is eBay. When have they been open and honest about anything?
