Thanks again to the last two posters, but none of the PayPal articles are relevant to this new issue.

All the threads on this topic go round and round in circles.  In truth, no one seems to know the answer right now, including the banks, PayPal and eBay.  All deny knowledge.
Hopefully these new charges will eventually stop as mysteriously as they started!
