I'm near Bolton, and been in North West since the 70s, but haven't noticed this word!!
Was brought up in North East (that's a long time ago) and we'd talk of seeing specks of rain, but not quite the same.
Billinge rain - i.e. persistent light drizzle, I have heard of, from Wiganers.
