If the powers that be expect trouble and are spending to avoid it,then cancel it and do as she herself wanted and let her family hold and organize her send off,as all people generally do.

Not really economic sense to throw money at something that generates hostility from a section of society (unless certain sections want hostility )..and not really extremist to not want a celebration of an extremist, as well as we cannot apparently afford it.
