Ohh, Tommy - I so hope you don't really mean that! What a horrible thing to say, and what a horrible thing to make a joke of.
These young girls were vulnerable, often had come from horrid lives, often might have been seriously ill. If they were in an approved school, there was surely a reason for it, and they had come from one horrible life into another. Out of the frying pan into the fire, so to speak. How utterly awful that their "Headmistress" did not believe them when they spoke out, and instead were themselves blamed for the predicament they found themselves in. Despicable. It truly makes my blood run cold.
Poor girls - that evil man. I am not a religious person, but if I could believe in a place such as Hell, then I could only hope he burns down there for infinity and beyond
