What exactly is covered by the terms "Molesting" and "Abusing"?

How does a reader differentiate between a pat on the upper thigh in a jokey sort of way and a fondle in the same area? One could be passed off quite easily but the other should be classed as a criminal offence. Ideally, there should be some sort of figure tacked on to the end of the words to show the severity of the actions. "Abuse 3", "Molesting 1" etc

Jimmy Savile, acted, talked and dressed like a perv and anybody with half a brain cell could see that he was "strange" but was it all just his TV persona or was it his "You can't catch me" way of thinking?
