It should be a matter of personal choice whether to wear a mask on the face, on the head, on the chin or not at all.
I will wear a mask if I enter a shop or go on a bus, but I refuse to wear one while outdoors. Thats just silly.
Anyone who worries bout this sort of thing might want to consider whether they should be out at all. And this is from someone who is classed as extrememly vulnerable.
