Personally I wouldn't actually.

I'm afraid I'm not slim enough to pull off wearing such a tight skirt and look good in it. So I tend to go for a more roomy floaty feminine look.

As for the condition and colour I really don't think it has any life left in it to be of any worth as clothing. Possibly an oil rag for the car maybe.
