Would seem to be a likely explanation - living / working close enough to be dealt with by the same tax office / district. I wonder if he hasn't already completed it and sent it off then and maybe not realised it wasnt for him...
Guess I will know by the size of my tax bill - fingers crossed he might have been due a nice repayment! 😄
