Prior to that WHJ...in 1951, there was the Coal and Steel Community, designed to harmonise the European Coal and Steel Industries. Isn't it ironic that now, Britain has no coal industry, and the Steel industry is on its last legs? The words 'cunning plan' spring to mind.
