If you can't sell the catch, but must chuck it away because we have agreed to buy fish caught on the uk west coast by Spanish, Dutch etc fishermen, then that is a loss of income. The foreign boats also caught undersized fish and took them home. Holland had one fishery officer for its entire fleet, policing foreign boats, not their own. We had FOs in every port, just policing uk boats.
