in this case I think it was harrassment. when I first saw the headline I though the same as you that she was just a silly girl over reacting ...but....when I read the full story I changed my mind. It wasn't just a wolf whistle, it went on for a long time and she felt threatened and scared. Just shows how head lines can be missleading
