Other than making it harder to get hold of a gun the answer is 'with great difficulty'. However in this case the lad has told others of his fantacies, it was not a spur of the moment thing. His anger and hate issues had been recognised but not acted upon!
We don't scrutinise all and sundry to guard against terrorist plots but once we witness things that can be identified as planning or behaviour that is suspicious or threatening it gets acted upon. His behaviour should have been acted upon!
