Absolutely, they are the most dangerous type of dog, one which acts on instinct through no fault of it's own, unpredictable and irrational; just as this psychopath may have been acting on unpredicatable and irrational instinct through no fault of his own!
The stealing of sweets was not a comparison but an illustration; an illustration of how the justice system has to be fair to all, including the offender.
