Yes age is practical, sure I said that earlier. Paedophilia is a sexual attraction towards prebubescent children; having an attraction is not illegal! The term 'active paedophile' is the misleading one because to be active you only need to have an attraction. If one sexually assaults a minor then the crime is sexual assault of a minor, there is not such crime as paedophilia! Paedophilia is a state of mind!
You say quite a few things, some apparently contradictory. No, it's a quite clear one, it means someone acting upon their impulses
The crime may be sexual assault, the person assaulted may be an under age girl. The person committing the crime may be reasonably described as a paedophile in the case of Harris, Hall etc
