Exactly..if I was that worried about a child, I would strike up a friendly conversation with the mother to put my mind at rest. I wouldn't just ring the police.

Anyway, I'm sure that a bracing walk along the seafront was much healthier for the child (and the mother) than sitting around in a centrally heated house all day breathing in dust particles!
